Help w/ Delta Lab DL4 Delay

Can anyone give me some advice on using a pedal for bypass and the "other" two items that it has controls over via that back...

I just picked this up recently and tried out a couple "boss" pedals... it looks like I need the "latch" on... and it lights up the bypass light to red... but no bypass occurs. I tried switching over to the next in line (on the back for the foot pedal), forget which one came next maybe "delay"? Anyway... as soon as I plugged the 1/4" in, it made the delay switch between two modes back and forth... but nothing happens.

Anyway, I know this is a long shot but thought I would try.
